Souderton Area SD moves cooperative-purchase contracts for Salford Hills and Indian Crest renovations; presenters cite nearly $1 million avoided costs

Souderton Area School District's operations committee on March 19 reviewed cooperative-purchase contract recommendations to procure finishes, casework, athletic equipment, signage and library furnishings for two renovation projects at Salford Hills and Indian Crest elementary schools.
Damian Spar, project executive with SiteLogic (the district's construction/project partner), told the committee the cooperative-purchase approach let the district pre-qualify vendors, confirm scopes and negotiate prices prior to executing AIA-style contracts. "When we procure...through cooperative purchase we get quality contractor selection and the ability to confirm those scopes of work prior to the signature of the contract," Spar said.
Spar presented recommended awards and compared each to the next-lowest bid from the same cooperative lists. For Salford Hills, recommended awards included Spectra Contract Flooring (soft flooring) at $440,000; DurEx (epoxy flooring) at $92,690; Reed Associates for casework at $553,750; and Educational Furnishing Systems for library furniture at $91,382. Spar said the cooperative approach avoided more than $400,000 in higher costs just on the Salford Hills scopes he presented.
For Indian Crest, recommended awards included P.C. Curry (soft flooring) at about $849,817; DurEx (epoxy) at $215,383; visual display boards at about $249,000; lockers from Robinson Steel at $162,682; and casework at $1,180,274. Spar said the awards for Indian Crest and Salford Hills together avoided roughly $600,000 compared with the next-lowest listed prices, and that the district has additional small scopes remaining to bring forward next month.
Staff noted the projects are part of previously approved guaranteed energy savings agreements and that cooperative purchasing and direct procurement help avoid contractor markups and bonding costs associated with multiple tiers of contracts. The district also noted several of the contractors are experienced vendors the district and SiteLogic use regularly.
Committee action and next steps: Administration asked the committee to forward the cooperative-purchase contract awards to the board so staff can execute contracts and maintain the project schedule; staff warned that prices are time-limited and that board approval next week would help lock the quoted prices. Committee members approved moving the item forward for board action.
Ending: Presenters said remaining smaller scopes (e.g., ceramic tile, toilet partitions, window treatments, wood flooring) will be brought to the committee next month. The committee recommended the district proceed with the listed cooperative-purchase awards and present them for board consideration at the next board meeting.
