Chester County commissioners approve consent agenda, contracts and grants

County staff then presented specific contract and grant items. Finance staff presented a contract with Boomersheim Consulting Group for actuarial services totaling $53,341.21, with a contract term stated in the meeting as Nov. 1, 2025, through Oct. 11, 2026. The board approved a motion to accept the day’s contracts; the motion passed by voice vote.
Planning staff described two awards from the Pennsylvania Department of Conservation and Natural Resources (DCNR) for trail-related projects. Planning Director Brian Stage said the amounts shown on the agenda were total project costs and that the actual DCNR award amounts are 50% reimbursement. The Boot Road property acquisition showed a total project cost of $786,000 with a DCNR award of $393,000; the Downingtown Trestle preliminary design and engineering project showed a $1,000,000 total and a $500,000 award toward the Chester Valley Trail extension. The board voted to approve the grants.
The District Attorney’s Office reported a PCCD (Pennsylvania Commission on Crime and Delinquency) grant renewal for the Child Advocacy Center; Sarah Johnson said the county had been awarded the grant and requested signatures. The DA’s grant award amount was not specified on the transcript.
Other items presented during the meeting included a $2,500 contract amendment proposal from Children, Youth and Families Director Eve Large for MGT of America Consulting related to the Agency for Racial Equity and a coroner-requested contract extension with Partners in Special Pathology for histology services; those items were presented to the board during new-business reports and were included in the meeting’s contracts as read by staff.
A public commenter, Bob Weidenmuller of Franklin Township, urged the county to conduct and publish an after-action review of COVID-19 decisions and actions, referencing a federal House committee report he had emailed to the commissioners.
Chair Maxwell closed the meeting after a voice vote to adjourn.
