Clark told senators that because many investigations can span months or years, maintaining institutional knowledge through a longer legislative term for committee leadership is important. He said the rule had been changed inadvertently in a later bill and this measure restores the original provision.
Senator Peyton supported the change and noted the value of continuity on long-running oversight work. No public witnesses signed up to speak. A motion to pass (mover: Senator Clark; second: Senator Hammer) was approved by voice vote and the chair announced the bill passed.
The bill is procedural and limited in scope to internal committee rules for that legislative oversight panel.
