Rhode Island House passes series of bills including veterans measures, Space Force language and school oversight for Warwick

The Rhode Island House of Representatives on March 27 passed a series of bills ranging from a 30-day waiting period after issuance of a learner's permit to measures affecting veterans' benefits, municipal authority and school oversight.

The package of bills approved included: House Bill 5513 (30-day waiting period after a learner's permit is issued before a driver may take a road test); House Bill 5081 (waiving vehicle identification number inspection fees for veterans and active military); House Bill 5052 (raising eligibility service requirement for admission to the Rhode Island Veterans Home from 90 days to two years and creating a separate priority waiting list for defined war veterans); House Bill 5460 (adding the U.S. Space Force to the branches of service enumerated in state law); House Bill 5034 (allowing school committees to add items to agendas for discussion only); House Bill 5306 (repealing the Capital Center Commission special development district commission for downtown Providence); House Bill 5307 (authorizing the Providence City Council to set a veterans tax-exemption limit by ordinance or resolution); and Senate Bill 0242 (authorizing a budget commission to oversee the Warwick School District through fiscal year 2025–26).

Why it matters: several measures affect veterans' access to state benefits, local authority over veterans' property tax exemptions and the structure of oversight for a financially strained school district. Others change administrative practice (school committee agendas) or align state statutes with federal military structure (adding Space Force).
