Staff said the handbook is intended to clarify council procedures, standardize expectations for city officials and align existing practices with written policy. Staff described two substantive edits made after a February workshop: removing a reference that the State of the City address is ‘‘sponsored by the Chamber of Commerce’’ and changing the process for council member appointments to intergovernmental agencies so that council members may volunteer to serve annually, with the option to be reaffirmed for a second consecutive year.
The updated referral policy adds a formal council member referral section to the agenda and sets a deadline: council members may request an item be added by 5 p.m. on the Monday before the agenda posts; the council will then discuss the referral and seek concurrence to proceed with further investigation or development of the item.
City staff presented two separate resolutions for adoption and council approved both concurrently by a 5‑0 roll call vote. No changes to the handbook were requested during the meeting.
