Senate File 2205 would create a statewide task force to investigate rising costs and availability of homeowner and commercial property insurance, including impacts on multifamily and nonprofit affordable housing.

Senator Port introduced the bill and moved an A2 author’s amendment; the committee adopted the amendment. Testimony came from nonprofit housing providers and climate and consumer advocates who described insurance premium increases, insurer market exits, and coverage limitations.

Kizzy Downey, CEO of Model Cities of Saint Paul, told the committee insurance costs for nonprofit affordable‑housing providers have risen about 40% over the past four years and said the task force would help identify solutions to preserve housing inventory. Jeff Filipich of Center City Housing in Duluth described insurance increases of roughly 12–15% per property over recent years and said difficulties obtaining multiple quotes have raised operational risk. Julia Nurbahn of Minnesota Interfaith Power & Light cited a 2023 hailstorm and a Consumer Federation of America report showing reduced affordability and availability of insurance in Minnesota metro areas.

Committee members discussed task‑force composition and suggested adding representatives such as multifamily associations, independent brokers or small‑business groups to ensure the industry perspective is present. Senator Port said the bill originated in commerce and the task force aims to gather stakeholders to craft solutions. The committee adopted the A2 amendment and the motion that Senate File 2205, as amended, be recommended to pass and refer to the Committee on State and Local Government; the committee voice vote passed with no recorded roll call.
