Representative Drummond offered an amendment to change the effective date from Oct. 1 to immediate effect because an RFP process was already underway; Representative Baker seconded that amendment. Following the amendment, Representative Collins moved to give the bill a favorable report and Representative Allman seconded the motion. The committee approved the bill by voice vote.
