Senator Buck, speaking on the floor, said SB 52 "authorizes a pupil who would otherwise be retained in grade 3 to receive a good cause exemption for promotion to grade 4 by demonstrating mastery of the academic standards in reading for grade 3 rather than beyond grade 3." He also explained the bill requires boards of trustees to report both the percentage and the number of certain pupils enrolled in their districts, and revises the long-term English learner definition to mean a pupil classified as an English learner for more than six consecutive years after initial identification.
The bill specifies that provisions relating to the good-cause exemption for promotion to grade 4 are effective July 1, 2028; all other provisions take effect July 1, 2025. No floor amendments were offered. The secretary opened the roll; the vote was recorded as 20 yeas, 0 nays. The Senate declared SB 52 passed and ordered it to the Assembly.
