Town board approves Harriet Tubman byway designation, converts Tradition performance bonds and authorizes bids for Buckingham West solar

Resolution 25: Harriet Tubman Scenic Byway — The board approved a resolution supporting designation of the Harriet Tubman Underground Railroad New York Scenic Byway, agreeing as required not to approve new off-premise outdoor advertising along the corridor (the board noted it already restricts billboards). The resolution calls for partnership with municipalities and regional stakeholders to support future byway program development. The resolution was moved by the presiding supervisor and seconded by Vinay; board members voted in favor.
Resolution 26: Tradition development performance-to-maintenance bond conversions — The board approved converting performance bonds to maintenance bonds for the Tradition development (sections 1–7) and for DCWWA sections 6 and 8. The town engineer had provided recommended maintenance amounts that in some cases differed from the developer’s request; board members discussed consolidated line items, updated cost items and a town policy that prevents reducing bonds below a minimum (generally a 20 percent retention in some sections). After discussion Christine moved the resolution; the motion passed.
Resolution 27: Buckingham West (Cookingham West) solar — The board authorized solicitation of public bids for a town-owned community solar project on a former mine portion of the Buckingham property, to occupy roughly a portion of an 11-acre parcel (approximately 4 acres). The project will be partially grant-funded through Clean Energy Communities and will be town-owned from the start under recent federal incentive changes. The board set a bid return date in April and moved to proceed with prevailing wage and procurement documentation. The motion to solicit bids was moved by the presiding supervisor and seconded; members voted in favor.
Board members discussed details underlying the bond conversions, including line-item differences between the town engineer’s recommendations and amounts listed in the resolution paperwork, and confirmed an intention to retain a minimum percentage where required. For the solar project the board noted procurement steps (public bid specifications, prevailing wage documentation) and the intent to review and award in April.
