Board approves $59,862 change order to expand alley rehabilitation contract

The Indianapolis Board of Business and Neighborhood Services voted March 27 to authorize a $59,862.50 change order to the alleyway reconstruction contract with Calumet Civil Contractors, increasing the contract’s not-to-exceed (NTE) amount to $1,821,557.50.
The resolution, filed as C10008, directs the department director to execute the change order to cover additional fill and aggregate materials needed to complete ongoing alleyway projects, a department official said. "This will be an increase of $59,862.50 for additional fill and aggregate materials to complete the alleyway projects," said Eva, a Department of Business and Neighborhood Services staff member.
The work is part of the department’s first phase of an illegal dumping mitigation program to return alleyways to passable streets and reduce continued dumping, Eva said. "We have completed four different alleyway reconstructions to date and nine more left on this bid," she added, saying the first round covered 20 segments across seven council districts.
Board Director Abby Brands introduced the item and called for a vote. Brands said, "I move that we accept the resolution as introduced." A board member seconded the motion, and members present voted by voice; the motion carried. The board also approved minutes from the Jan. 23 meeting earlier in the session.
Department staff described mixed schedule projections for finishing the current contract. Eva said the vendor began work late last year and that the department’s schedule then extended into late June or early July because of material and scheduling constraints, including the asphalt plant closing. She added department staff and the vendor expect work could finish earlier: "We anticipate that they'll all be done, I think, by April, maybe early May... Probably May." The transcript records both the later schedule projection and the vendor’s more optimistic estimate.
The department said it is considering a second phase of alleyway reconstructions and may bid that work early this spring or in the summer. Tom, a staff member assisting coordination with the illegal-dumping vendor, was credited by staff for helping arrange initial and follow-up cleanups to maintain completed sites.
No funding source breakdown or additional contract terms were specified in the discussion. The board did not record individual roll-call votes in the transcript; the motion was approved by voice vote.
The Board of Business and Neighborhood Services’ next meeting is scheduled for April 24 in Room T260 of the City-County Building.
