Institute for the Transformation of Learning gets one-year extension to continue CSRC administrative oversight

The Charter School Review Committee approved a one-year extension of the City of Milwaukee contract with the Institute for the Transformation of Learning (ITL) to provide education management, administrative oversight and government-relations support for the 2025–26 academic year.
An ITL representative said the organization will provide operational leadership for the CSRC, contract management, budget oversight, financial monitoring, technical support for application and renewal processes, policy development assistance, stakeholder communications, member onboarding and training, and administrative and clerical support for CSRC meetings and public access. The presenter identified Judith Romulus and Sherry Oates as part of the ITL team and described the firm’s liaison role with the Wisconsin Department of Public Instruction and elected officials.
ITL proposed a fee of $315,000 for the 2025–26 school year, described in the presentation as 2,000 billed hours at $157.50 per hour. Committee members thanked ITL for financial-monitoring support, government-relations work and preparation of annual reports presented to the standing rules committee.
Committee member Bill moved to approve the one-year extension; Bill later seconded the motion and members voted "Aye," with the chair noting the motion carried.
The extension continues ITL’s role as the committee’s administrative and operational partner, including oversight of charter application and renewal processes and provision of training and compliance monitoring for charter leadership and boards.
