Charter oversight firm Evident Change granted one-year renewal by Milwaukee CSRC

The Charter School Review Committee voted to approve the first one-year renewal of the City of Milwaukee’s contract with Evident Change to provide annual monitoring and oversight services for the 2025–26 school year.
Evident Change staff described the renewal as continuing the current scope of work. "These deliverables are not different from what is currently in the contract," Dr. Baylor said, summarizing fall and spring leadership interviews, two site visits per campus, random reviews of special education and reading intervention files, and preparation of draft and final annual monitoring reports that can recommend continued monitoring, probation, closure, or contract renewal.
The monitoring work presented to the committee includes baseline interviews with school leaders (separately with elementary, middle and high school leadership when applicable); drafting learning memos and data addenda; at least two site visits per campus to observe instruction, classroom management and assessment practices; follow-up support for data gathering and compliance monitoring; and analysis of data on student population, standardized testing, student growth, teacher licensure compliance, special education, language-instruction programs, graduation and postsecondary planning, and parental engagement. Dr. Baylor also noted Evident Change will conduct school climate surveys in 2025–26 (including Spanish versions for parents and students) if the CSRC continues the biannual survey cycle.
Evident Change told the committee it will present each school's report to the CSRC, assist with preparation of materials for the Milwaukee Common Council steering and rules committee when requested, and provide project management and research-grounded recommendations for committee consideration. The presenter said the hourly rate in the materials is $137.95 with estimated 2,320 hours for the coming school year (total by-school breakdowns were provided in the memo).
Committee member Bill moved approval of contract B18948; Zena seconded. The committee chair called for the question and members said "Aye," approving the renewal.
The vote completes approval of the renewal; the contract will continue Evident Change’s role in monitoring, reporting and supporting the CSRC’s presentations and communications for the 2025–26 academic year.
