Committee backs Prince George's County classification-plan amendments, moves bill forward

The Government Operations and Fiscal Policy Committee voted 3-0 on proposed amendments and on a favorable recommendation for CB-21-2025, a county classification-plan update that adds and abolishes classes of work and adjusts a small number of salary ranges.
On March 27 the Prince George's County Government Operations and Fiscal Policy Committee voted unanimously to recommend changes to the county classification plan and to move CB 21-2025 forward with proposed amendments.
The committee received an overview from a staff presenter who said the Office of Human Resources Management (OHRM) commissioned a countywide classification study to align job classes and grades with current needs and industry standards. The presenter said the study identified both new classes of work and obsolete positions to be removed from the classification plan.
Valerie Farrar, acting director of OHRM, told the committee the proposed amendments correct salary minimums and maximums that were inadvertently mis‑stated in the original draft and are intended to keep the plan aligned with the county's general schedule. "The amendments ... adjust the minimum and maximum range of the salary of the salary plan. It was inadvertently incorrect when it was submitted ... but there's no change," Farrar said.
Committee members discussed whether the draft should include a reclassification for the principal counsel position; Council member Danoga asked that the council and the executive branch continue conversations about that position before introduction. Committee members agreed to move the current package forward while staff and sponsors continue to discuss the principal counsel item offline.
The committee first moved favorable on the proposed amendments (proposed draft 2) and the motion passed on a roll call vote, 3-0. The main motion to move CB 21-2025 favorable also passed on a roll call vote, 3-0.
Votes were recorded as aye from Chair Watson, Council member Harrison and Council member Danoga. The committee's favorable recommendation was accompanied by the commitment that staff and sponsors will confer on the principal counsel classification prior to introduction.
The bill will next proceed through the council introduction process, with the OHRM and the county administration representing the administration's proposed changes and agreed follow-up discussions.
