Conroe council approves sign code amendment, downtown program, marketing funds and waste franchise; several utility district petitions receive no motion

The City of Conroe City Council took multiple actions at a continuation of its workshop meeting, approving changes to city regulations, a downtown program and several routine items while declining to act on multiple municipal utility district petitions.
The council approved an amendment to chapter 90 (signs in the Code of Ordinances) after a motion and second were recorded. The council then approved a request for digital billboard conversion at 12390 Interstate 45 South that had been discussed in the prior-day workshop.
Several items related to petitions for the creation or boundary additions of municipal utility districts (MUDs) did not receive motions and were not acted upon. Specifically, a resolution to amend and restate a petition for the creation of Montgomery County Municipal District No. 106; a resolution to add about 154 acres into Municipal Utility District No. 106; a resolution to consider creation of Municipal Utility District No. 111; and a resolution to add approximately 109 acres to MUD No. 111 all “died for lack of a motion,” according to the meeting record.
The council approved creation of a downtown revitalization program, and it approved funding for marketing and assistance for events intended to attract visitors to Conroe — an item discussed during the prior-day workshop. During public comment a resident questioned whether one specific event’s proposed $50,000 allocation would generate net marketing value; that resident’s remarks were part of the public comment record but did not change the council’s vote.
The council approved Frontier Waste Solutions’ solid-waste franchise application following workshop discussion and approved the consent agenda (items 11, 12 and 14–30) in a single motion. Item 1 was noted as deferred and item 13 was passed over for later discussion.
