Committee adopts liquor omnibus (HF 2027), sends amended bill to general register

The House Commerce, Finance and Policy Committee on March 27 adopted the DE2 amendment to House File 2027 — the committee’s liquor omnibus — and recommended the bill be placed on the general register.

Chair O'Driscoll described a package of 13 provisions incorporated into the DE2 amendment. Key elements included requests to allow certain venues to apply for liquor licenses (Saint Paul Science Museum and Union Depot), two University of Minnesota licensing provisions, authority for food trucks to serve alcohol at private catered events, a provision allowing 17‑year‑olds to serve alcohol under supervision and required training, an increase in direct‑to‑consumer wine shipments from two to four cases per individual per year, and local license requests for multiple food halls and venues (Minneapolis food hall, St. Louis Park food hall, Mankato arena off campus licensing, the Dwan golf course in Bloomington, renewal for Lake of the Woods, Rochester Chateau Theater, and a Springfield Community Center request).

The committee adopted an oral amendment (online amendment 3.24) to remove language that had read "any community festival or event" so that the food‑truck provision would require notification only prior to private catered events. House research staff said the leftover phrase appeared to be an artefact from an earlier draft and recommended striking it; the committee adopted the oral amendment by voice vote.

Representative O'Driscoll and Co‑Chair Perryman both thanked the committee for collaborative work on the omnibus.

Committee members asked several procedural and policy questions before a short recess; chairs reported that a technical amendment circulated for consideration would not be offered at that time. After reconvening, Co‑Chair Perryman offered the DE2 amendment as amended and the committee adopted the amendment by voice vote. The committee then voted by voice to place House File 2027, as amended, on the general register.
