The Board directed staff to prepare for a bond sale using a revised debt structure that increases project cash from $20 million to $25 million and reduces debt issuance from $60 million to $55 million for the Judicial and Law Enforcement Center (JLE) renovation, expansion and creation of a Public Safety Building. The motion passed 5-0.
County staff said applying an additional $5 million of year-end cash savings to the capital improvement project reduces interest costs by roughly $1.3 million over the loan’s life and lowers annual debt service by about $200,000. Staff said the additional cash still leaves roughly $4 million in the county’s CIP program for other capital projects, including finishing work on the Public Safety Building.
Staff also noted the project is underway (foundation and early site work). Commissioners directed staff to use the revised funding model in planning and to return in April to begin the formal bond-sale process. No public comment was received on this item during the meeting.
Commissioners said using cash where feasible reduces long-term debt burden and preserves future capacity for additional capital needs when other debts retire in 2033.
