Douglas County approves renewal for temporary open-burning permit with tightened language

Commissioners and staff discussed past complaints about haul-route violations and at least one instance when burning occurred during a recorded red-flag day (March 14). County staff said they have received a few complaints about haul-route noncompliance and that the applicant has disciplined drivers when notified. Staff said the permit contains a condition that drivers be given the haul-route in advance.
Commissioner Reed asked that recommendation #8 be emphasized — that burning not occur on burn-ban or red-flag days — and suggested updating condition language to replace the outdated Wakusa Township Fire Department reference with “CFD 1” and to specify the Douglas County Burn Hotline or dispatch as the public contact point. County staff and the applicant concurred with the proposed wording changes.
There was no public comment for this item. Commissioner Reed moved to approve consent agenda item 1.8 with the discussed minor language changes; the motion passed 5-0.
The renewed permit includes the existing compliance conditions, the staff-requested wording update to the local fire department reference, and explicit direction to cite the county burn hotline/dispatch for public reporting of suspected burn violations. The county said it will press the applicant to prevent future burning on restricted days and to continue communicating haul routes to drivers.
The county did not adopt new enforcement authorities beyond existing conditions; staff said dispatch and the county burn hotline are the appropriate mechanisms for receiving complaints and that 911 may be used if immediate response is needed.
