Committee restores design-build authority for health care districts by unanimous vote

The Assembly Local Government Committee voted 7-0 to report AB 533, a bill that reauthorizes health care districts that own or operate a hospital or clinic to use the design-build contracting method for facility construction.
Assemblymember Flora, the bill’s author, told the committee the authority expired on January 1, 2025, leaving only a few districts with design-build ability. “AB 533 restores this authority and ensures that all districts can continue utilize this efficient construction method without future uncertainty,” Flora said.
Sarah Bridge of the Association of California Healthcare Districts testified as sponsor in strong support, saying the measure replicates prior authority and does not change public contracting or competitive bidding requirements; it enables a single entity to provide both design and construction and is important to secure financing for complex hospital projects. Beau Biller of the Design-Build Institute of America Western Pacific Region and representatives from the District Hospital Leadership Forum and the American Council of Engineering Companies of California also testified in support.
No primary witnesses opposed the bill during the hearing. Committee members moved and seconded the motion; the committee recorded a unanimous vote of 7-0 to report the bill out.
