Committee advances bill allowing local school boards to vote to raise trustee stipends

Assemblymember Solecki presented AB 1390, which would update statutory compensation thresholds for county and local school board members that have not been adjusted in about 40 years. Solecki said the current caps make it harder for people who support themselves and families to serve on school boards and that modestly increasing allowable compensation would broaden access to elected school leadership.
Deborah Bautista Sabala, president of the Woodland Joint Unified School District board and vice president of the California Latino School Board Association, testified in support, describing the time commitment board service demands and noting that many board members receive as little as $240 per month for substantial weekly hours.
Carlos Monteil of the California School Board Association, the bill sponsor, and several local trustees and union representatives spoke in favor. No witnesses or public commenters testified in opposition at the hearing.
Committee members clarified the proposal would not mandate pay increases; it would authorize local governing bodies to hold local hearings and vote to increase compensation where they choose. After discussion the committee voted to pass AB 1390 out with five recorded votes in committee at the time of the roll call; members left the roll open for additional votes.
