Milpitas planning commission finds 2026–2030 capital program consistent with general plan after debate over wording and funding gaps

The Milpitas Planning Commission voted 6–0 on March 26 to adopt Resolution No. 25-005, finding that the City’s proposed 2026–2030 Capital Improvement Program is consistent with the Milpitas General Plan.

The vote followed a staff presentation on the five-year CIP — a proposed slate of 2,148 projects with an estimated total cost of about $245 million — and roughly 40 minutes of commissioner questioning about how the CIP relates to the full scope of the general plan, project funding and specific infrastructure priorities.

“We will demonstrate how the proposed capital improvement program is in conformance with the City General Plan,” Public Works division manager Leeha said during the presentation, outlining that the CIP prioritizes projects for new infrastructure and repair and replacement of existing assets and that only the first fiscal year (2025–26) is fully funded.

Why it matters: state law requires planning commissions to review a city CIP for conformity with its general plan; the commission’s recommendation goes next to the City Council for final consideration and appropriation.
