Board moves to enforce monetary-limit compliance and approves civil penalties for several contractors

During the licensing-review portion of the March 25 meeting the Board for Licensing Contractors approved enforcement actions including civil penalties and adjustments to monetary limits for contractors found to have exceeded permitted limits.
Board members reported on interviews with applicants where staff found projects listed and work performed above the applicant’s monetary limit. In one interview (file number 122,220) staff reported a home improvement project in Knox County totaling $27,000; the board approved a $750 civil penalty for contracting beyond the permitted home-improvement threshold. In another case (file 82970), the contractor listed five projects exceeding a $25,000 home-improvement limit; board members said they would assess a $15,000 civil penalty (described on the record as $3,000 per violation) and, upon payment, issue the requested monetary limit of $100,000.
Board staff said a separate matter involves two restricted residential licenses with monetary limits above the board’s threshold (one at $500,000 and one at $750,000) whose licensees have not responded to multiple letters. Staff said they will move forward to open complaints for those two licensees and that the complaints will appear on the legal report when filed.
The board approved the interview findings and recommended penalties by vote and directed staff to proceed with collection or complaint filings as needed.
The board also confirmed that one applicant, American Home Constructors Inc., had been handled and approved during pre-meeting interviews.
