Newman council clears consent calendar, declares mistletoe nuisance and accepts two infrastructure projects

Newman City Council voted 5-0 on a series of routine and project items during its March 25 regular meeting, including adoption of a mistletoe abatement resolution and acceptance of two completed city construction projects.
The council unanimously approved the consent calendar, accepted reports on downtown events, adopted a resolution declaring mistletoe a public nuisance under Ordinance No. 281 and authorized abatement, and adopted resolutions accepting completion of the McPike 1 Wastewater Reclamation Improvements Project and the Newman Wetlands Project (Grant Q1996046). Several downtown events — including the June downtown market and the Tunnel to Towers 5K run/walk — were also approved with staff-recommended waivers.
Why it matters: The votes allow the city to move from planning to implementation on tree abatement and completed capital projects, free up final retention payments to contractors, and clear the calendar for community events that will use downtown public space this spring and summer.
The council carried the consent calendar by voice vote. The public hearing and subsequent action to declare a public nuisance under Ordinance No. 281 followed staff outreach and a survey that initially identified 28 properties with mistletoe; staff reported that number had been reduced to 11 addresses as of the day of the meeting and that abatement work will be contracted and charged to property owners if not completed voluntarily.
On capital projects, staff asked the council to adopt resolutions accepting two completed construction efforts: the McPike 1 Wastewater Reclamation Improvements Project, which installed a pump station and roughly 3,800 feet of distribution piping to enable land application of treated wastewater, and the Newman Wetlands Project (Grant Q1996046), which restored roughly 11 acres of emergent marshland, seasonal wetland and riparian habitat. The council authorized the city clerk to record notices of completion with Stanislaus County and authorized city staff to release retention funds to the listed contractors after recording.
Council members voted 5-0 on each of the listed motions. No dissenting votes or abstentions were recorded.

Council action will allow staff to proceed with contractor billing and final project close-out steps, and organizers for approved events were granted requested downtown use and limited fee/insurance waivers for 2025 as described in staff reports.
