Council approves sign toppers honoring community leaders Diane Gill and Jane Rascoe in The Cove

The Cathedral City council approved installation of two street sign toppers in the Cove neighborhood commemorating community influencers Diane Gill and Jane Rascoe and waived related application and staff fees.
Public Works Manager Deanna Pressgrove explained the city’s sign‑topper policy and said Council member Lam submitted an application with neighborhood consent. Staff confirmed that residents on Channel Drive and Valley Vista Drive were contacted and that all seven homeowners on Channel Drive supported the proposal. The two proposed topper locations are Channel Drive at Valley Vista Drive and Channel Drive at Carroll Drive. The production and installation cost for two toppers is $610; Councilmember Lam requested that application and staff report fees be waived and staff recommended using the council discretionary fund to pay manufacturing and installation.
Speaker Sue Townsley and other Cove residents recounted Gill and Rascoe’s long civic involvement — including work on the Cove Assessment District, senior and youth programs, and local safety initiatives — and asked the council to approve a third framed topper to remain in Rascoe’s home as a keepsake. Townsley said Gill and Rascoe “championed” causes and that their advocacy changed the character of The Cove.
Mayor Pro Tem Gregory moved to approve the two toppers and a third framed topper to be provided to the family; Councilmember Gutierrez seconded. The motion carried unanimously.
