The trainer advised commissioners that discussing items already decided and recorded in the public minutes is permissible to repeat factually, but that deliberations and predeterminations must occur only at noticed meetings.
Parks and long‑range planning: Staff reported a steering‑committee meeting for the parks and open‑space plan and encouraged residents to complete a short parks survey posted on the Midvale City website. Staff emphasized surveys help gather input from residents who do not attend public meetings.
Port of Rockwell trail feasibility: Staff said the trail feasibility study is in early stages. The primary issue discussed so far is how much of the proposed trail can be located within UTA’s right‑of‑way adjacent to the railroad tracks. Staff relayed that UTA has spacing and safety guidelines that may preclude placing the trail immediately adjacent to the tracks for the entire corridor; alternatives likely will be required for portions of the route. Steering‑committee work and consultant review will continue.
Commissioners had procedural questions about conflict-of-interest disclosures and signing annual statements; staff said human resources will follow up to ensure required forms are signed annually.
