City staff presented three related agenda items concerning municipal utility districts (MUDs) that cover a large new subdivision and additional acreage in an established MUD.
Lede: The council reviewed proposals to amend and restate prior resolutions related to creation and boundary additions for Montgomery County Municipal Utility Districts 106 and 111 and to consent to an additional 109 acres for MUD 211.
Nut graf: The items involve Artavia, a large subdivision (roughly 2,150 acres with an anticipated 5,300 homes across multiple MUDs), and Lone Star Landing (MUD 211). Staff said the restatements are procedural: earlier council approvals did not meet all required timing conditions, so the developer asked the city to restate consents and add specified tracts to the districts.
What staff presented City staff said MUDs 106 and 111, and related districts 157 and 158, are 100% in the city's extraterritorial jurisdiction (ETJ) and are part of a strategic partnership approved by council in 2018. The Artavia subdivision spans roughly 2,150 acres with plans for about 5,300 homes across several MUDs; staff said the current action is a restatement of prior council consents and a re‑vote because time limits were not met in earlier approvals.
On MUD 211 (Lone Star Landing), staff said the district was created in February 2022 and that the council was being asked to consent to adding approximately 109 acres, bringing the district to about 273.6 acres and adding about 97 lots to the district’s plats. Staff said current homes on the ground number around 103 and average home value in the area was presented as roughly $325,000. Staff stated Lone Star Landing holds its own water and sewer services and remains subject to the city’s strategic partnership terms; staff recommended approval consistent with prior practice.
Process and next steps Staff noted these items had previously come before the council and were being restated to meet statutory timing requirements; no new service commitments from the city were requested in the March 26 work session. Several council members asked clarifying questions, and staff said the matters will be presented for formal action as appropriate following the restatement procedure.
Ending Council heard the presentations and staff recommended moving forward with restated resolutions and boundary additions; the items will return for formal consideration consistent with timing and statutory procedures.
