Bill would allow certain direct-care services to continue during short out‑of‑state travel

Representative Curran presented House File 2004, which would add individualized home supports (IHS without training) and night supervision under 245D to the list of direct-care staff services that may continue when a waiver participant temporarily travels outside Minnesota.
Tyler Langenfeld, senior director for 245D services at ACRA, testified the change would align rules for these services with existing policies for other direct-care services such as PCA and CDCS and would remove an unnecessary restriction that prevents people from accessing the same supports during short out‑of‑state travel. He said the change does not create additional hours; the services would come out of an individual’s existing authorized service agreement.
Members asked about an out‑of‑state post‑secondary student scenario and residency issues; Representative Curran said DHS and the author’s office were working to clarify language for students and other residency exceptions. The committee adopted an amendment and laid HF 2004 over.
