In testimony, interim executive director Matt Trainor of the Minnesota Coalition for the Homeless urged support and said the proposal would expand access to emergency shelter capacity across the state. “By increasing where shelters can be zoned, House File 12 99 will help everyone,” Trainor said, arguing that zoning flexibility is a necessary part of meeting shelter demand.
