House committee sends technical DPS policy bill to general register after Amendment A1 adopted

The House Transportation Finance and Policy Committee on March 26 adopted a technical amendment and moved House File 1520, a Department of Public Safety policy bill, to the general register.

The bill, presented by Representative Cagle, reorganizes name-change provisions within state statute so those rules sit under a single name-change section rather than under the identity-document heading. Representative Cagle told the committee the changes are technical and do not alter Department of Driver and Vehicle Services (DVS) processes: "It is very technical in nature and it doesn't change anything in DVS processes," said Pong Zhang, Director of the Driver and Vehicle Services Division, while testifying in support.

The bill also clarifies statutory language related to revocations after vehicle-involved manslaughter convictions. Director Zhang said DVS recently had to overturn a revocation because court language left unclear whether manslaughter involving a vehicle should be treated differently; the bill aims to clarify that revocations related to vehicle-involved manslaughter apply consistently.

Representative Cagle moved adoption of the A1 amendment, which she described as renumbering sections and changing a small number of "shalls" to "musts." Committee members asked no substantive questions about policy effect. After the committee voted to adopt the A1 amendment, Chair Cagle renewed the motion that House File 1520, as amended, be referred to the general register; the committee voice vote passed.

The action was procedural and described by witnesses as statutory cleanup: no changes to DVS operating procedures were promised or authorized in testimony. The bill will next appear on the general register for further House consideration.
