CLA recommends a citywide approach to state Encampment Resolution Fund applications as state guidance evolves

The committee considered a Chief Legislative Analyst (CLA) report recommending a proposed application process for state Encampment Resolution Funding (Notices of Funding Availability). The CLA and CAO offices told the committee the state has relaxed guidance on service-area definitions for large jurisdictions, allowing some noncontiguous locations to be combined in a single application.
David Limso of the CLA said the office intends to work with council offices to identify service areas in each district that align with the state’s current guidance. "We anticipate, if this is approved, this recommendation, working with council offices to identify locations in each district that would be pertinent and relevant to the goals and those that are established in the notice of funding availability," Limso said.
Ben Buchanan of the CAO confirmed the state has "evolved their guidelines, especially in regards to large jurisdictions like ours," providing more flexibility on the service area and encouraging larger projects in places like the City of Los Angeles.
Committee members supported a more citywide, coordinated application approach to reduce the administrative burden on council offices and increase competitiveness for state funds. The committee approved the CLA recommendation and directed staff to assist council offices with applications.
