FCGMA board approves Las Posas Valley water‑year 2024 annual report for submission to DWR

Robert Hampson, hydrologist with Fox Canyon GMA, presented the Las Posas Valley Basin water‑year 2024 annual report and recommended staff submit it to the California Department of Water Resources.
Hampson said this is the sixth annual report since the agency adopted its Groundwater Sustainability Plan in late 2019/early 2020 and the first prepared under the Las Posas Basin adjudication’s additional reporting requirements. The report covers data from fall 2023 through spring 2024 and focuses on water levels, basin storage and related technical metrics.
Pursuant to the adjudication and water‑master rules, the report was circulated to the Public Advisory Committee (PAC) and Technical Advisory Committee (TAC). Hampson said the PAC provided a recommendation requesting clarification on water levels and sustainable yield; the TAC submitted approximately 80 comments condensed into eight recommendations focused on clarification of sustainable yield methods, water‑level data collection and storage‑change calculations. Staff incorporated as many TAC suggestions as practicable and provided a response report.
A motion to approve and authorize submission of the water‑year 2024 annual report for the Las Posas Valley Basin to the Department of Water Resources carried by voice vote with no recorded opposition.
Hampson described the report as primarily technical and noted the reporting period does not include the most recent fall and spring seasons.
