Pitkin County commissioners used their March 26 meeting to take up a number of administrative, intergovernmental and budget items. Several items were approved with little debate; others were advanced for additional review. Key outcomes:
• First‑quarter budget supplemental: The board approved a first‑quarter supplemental resolution that increases the 2024 budgeted expenditures and appropriates funds for items including a Madison AI pilot project, parking‑management work at Buttermilk, a procurement technician FTE, an Elkley housing unit electrification transfer, and airport retaining‑wall repairs. County staff said the package increases budgeted expenditures by roughly $2.7 million and budgeted revenues by approximately $210,000 for a net budget increase of about $2.46 million.
• Intergovernmental agreements: The board approved joining the Intermountain Transportation Planning Region (TPR) by intergovernmental agreement, a step staff said keeps Pitkin County at the regional table for project prioritization and funding. The board also approved an IGA with the Aspen Fire Protection District and the City of Aspen to enable aircraft reseeding and water resupply at the Aspen airport to support regional wildfire response.
• Airport tenant/retaining‑wall and housing items: The board approved airport‑related actions, including a $750,000 supplemental request for retaining‑wall repairs at Aspen/Pitkin County Airport (AOC) and consideration of a potential employee housing unit acquisition (separate follow‑up required for final property purchase). County staff said the retaining‑wall project and housing proposal would be returned with implementation details.
• Unit acquisition for county housing: The board approved the county purchasing a two‑bedroom unit at the Alpine Grove/ABC property (address shown in meeting materials as 414 Pacific Avenue, Unit A B C). Staff said the unit was offered at a market price and that the county will increase its employer housing inventory in Pitkin County.
• Employee handbook housekeeping: Commissioners repealed two older personnel handbook resolutions and approved moving employee handbook items into county code; staff said the action was a housekeeping step to avoid duplicate or outdated policy documents.
• Community Development fees and energy code incentives: The board approved an ordinance adopting fee changes that implement the recently adopted energy code incentives. The incentives reduce building fees for projects that are all‑electric and for certain tiers of electrification and energy‑use reductions; staff said tiered fee reductions will take effect after the code’s effective date in late April.
• Other routine items: The board approved the routine consent agenda, extended certain abatement petitions and approved other administrative items discussed in public session.
Several of these items required follow‑up staff work: staff will return with legal protections for the Redstone grant item before funds are released, complete detailed cost and scope documents for the airport retaining wall and housing proposals, and finalize administrative rules and notice language associated with the new energy‑code fee incentives.
