Pitkin County adopts 2025 climate action plan; commissioners ask for feasibility studies and follow‑up

The Board of County Commissioners on March 26 voted to adopt the Pitkin County 2025 Climate Action Plan, an updated, organization‑wide roadmap county staff said was the result of about a year’s work across departments.
Michael Port, climate action analyst in the county manager’s office, presented the plan and answered questions about next steps for implementation and measurement. Port described the plan as a “living document” and said staff will bring feasibility work back to the board on potential high‑policy actions and on how to align county targets with broader benchmarks such as the Paris Agreement.
Port also urged commissioners to consider incremental actions the county can take immediately to reduce emissions and build resilience. He cited ongoing work on facilities electrification, a sustainable aviation fuel (SAF) feasibility study and a separate Vision 2050 planning effort. “We should do what you can with what you have where you are,” Port said, quoting Theodore Roosevelt to underscore the plan’s pragmatic approach.
Commissioners asked how staff will respond if the county falls short of its targets. Port said staff will track outcomes and present options for course correction, including scaling existing projects and seeking new high‑impact policy levers. County staff noted they are under contract to begin a SAF feasibility study that will review feedstock, financing and siting, and recommended the board review that analysis before treating SAF as a firm commitment in the plan.
Commissioner Francie moved adoption of the informal resolution endorsing the 2025 Climate Action Plan; the motion was seconded and the board voted in favor. During discussion, commissioners also raised concerns about local greenhouse‑gas sources such as fugitive methane from the nearby coal basin; Port and other staff said such emissions are being accounted for in the county’s greenhouse‑gas inventory and will be included in future mitigation planning.
The board’s approval was recorded as an informal resolution (a single reading), which does not require a public hearing under county rules. County staff said they will return with detailed feasibility studies and, when appropriate, bring specific policy proposals to the board for separate consideration.
