DPFC discusses property-monitoring and construction-monitoring RFPs; 4150 Independence raised for possible PFC involvement

The Dallas Public Facilities Corporation’s finance committee presented draft requests for proposals (RFPs) for construction monitoring and property monitoring (including affordability compliance) for board review on March 25.
Staff said the drafts had been refined to remove duplicative items and to focus the scope. Sam told the board the RFPs are intended to create a vendor relationship to monitor construction and ongoing affordability compliance and asked board members for feedback before the RFPs go out.
Board members discussed a separate property at 4150 Independence Drive that city staff had inquired about to determine whether the PFC or HFC should consider a redevelopment approach. Director Stacy Marshall and other speakers urged caution: District 3 representatives described the site as challenging, with community opposition and nearby concentrations of homelessness and supportive housing. "This is a challenging project for us in District 3," Marshall said, and asked for more consultation with Councilmember Bracy and housing staff before any RFP is released.
Director Montgomery noted that permanent supportive housing projects can succeed when paired with heavy subsidy and strong operators, citing St. Jude as an example, but he cautioned the funding model is hard to replicate.
No RFP was issued at the meeting; staff said they would pursue additional vetting and, if the board wished, could place an Independence-specific item on a future agenda. The finance committee will continue redrafting the RFPs and accept board comments.
