The board heard a presentation from staff summarizing a proposed schedule for review. The plan calls for the DPFC to circulate a draft response at the March 25 meeting, deliver feedback to the HHS chair by March 31, and reconvene for an off-site retreat in late April or early May for a collaborative discussion with city staff and counsel before any final action.
Director Alan Talas (identified in discussion as a board member) said the DPFC was created by the state legislature to fill financing gaps for multifamily projects and argued that the board should have been more fully consulted earlier in the drafting process. "If you want to change bylaws, sit down with the board and let's have a healthy discussion," Talas said.
Board members agreed the document provided was a draft and should be labeled as such. Staff said they will keep a "DRAFT" watermark on materials sent to the HHS chair and will include the agenda item reference to make clear the board had not voted on changes.
No formal action was taken; the item was a discussion and staff will circulate the draft feedback and propose dates for the retreat. Board members asked that previously revised bylaws and annotated versions be attached for HHS review.
