Board weighs safety, fencing and security at 9999 Technology Boulevard

Board members and staff on March 25 discussed fencing, demolition inspections and security at 9999 Technology Boulevard, where a developer is managing site security while demolition work and code compliance continue.

Sam, a DPFC staff member, told the board the demolition inspector had not yet passed the site’s demolition and inspection and that the developer, LDG, said it had addressed outstanding items. "They didn't pass their demolition and inspection," Sam said, adding that the DPFC had boarded up windows of a utility building and removed a fence on the same day the developer installed its fence.

Keith Palmkoff, president of the DPFC board, said he inspected the site and described remaining hazards. He told the board he had observed exposed rebar, metal fragments and a large piece of concrete near housing with children nearby, and said those conditions increased the board’s fiduciary and safety concern.

Staff confirmed the fence and security are being paid for by the developer and that on-site security is present 24 hours a day. Sam said the security provider posts one guard at a time who does hourly rounds and balances coverage between the front driveway and the back parking lot.

Board members asked whether outstanding code items were affecting the project’s financing timeline. Sam said the project’s lender and equity remain in place but that delays persisted while the city's outside counsel and staff review CDBG loan documents and term sheets.

No formal action was taken; the item remained a discussion with staff directed to continue monitoring code results and developer progress.
