Resident urges delay and investigation of Rudell extension shown in Exhibit 5

At the start of the March 26 meeting, resident Jane Piperlott spoke during citizens’ comments to urge the Mobility Committee to delay action on a road alignment shown in Exhibit 5 (the Rudell/Rudell extension and related alignment near the service center) and to investigate the property’s acquisition and representation in a prior bond proposition.
Piperlott said she has "a long history with this property, almost 9 years," and that the parcel was at one time included in a bond measure. She read language from a League of Women Voters guide to the bond that described funding for streets and a railroad quiet zone, and argued the bond materials did not clearly state that the road would be built through the specific parcel near the service center. "This got approved by the voters by deception," Piperlott said and concluded, "I'm asking you to delay this until an investigation is done on this."
Committee leadership thanked Piperlott and said staff had taken notes; staff did not make a formal policy response at the meeting. The exhibit Piperlott referenced (Exhibit 5) was later visible during staff discussion of rerouting plans and quiet‑zone realignment; staff described the current alignment as conceptual and said the land for the roadway had been dedicated by the developer (Sagebrush) in 2020–2021. A staff presenter said UPRR requires closure of two existing crossings to permit a new crossing and characterized the existing, skewed crossing in the area as unsafe.
