Michigan House committees report multiple bills; session adjourns for lack of quorum

The Michigan House of Representatives adjourned for lack of a quorum after committee chairs reported a number of bills and referred them for further consideration on Tuesday, March 25, 2025.

Clerks and committee chairs announced that several bills were reproduced and made available electronically on March 25 and summarized committee recommendations. Because a quorum was not present, the House did not consider any of the measures on the floor and stood adjourned until Thursday, March 27, 2025, at 12:00 p.m.

Committee reports recorded on the floor included recommendations that the bills pass, that substitute language be adopted, or that bills be referred to other committees. The Committee on Insurance, chaired by Representative Harris, reported House Bill 4179 without amendment and recommended the bill pass; the committee also reported House Bill 4207 with amendment and House Bill 4208 without amendment, each with recommendations that the bills pass and be referred to the order of second reading. The Committee on Education and Workforce, chaired by Representative DeBoer, reported House Bills 4155, 4156 (recommendation that substitute H-2 be adopted), 4157, 4158 and 4159 (recommendation that substitute H-1 be adopted) and recommended those bills pass and be placed on second reading.

The Committee on Government Operations reported several measures. Representative Baghoul reported House Bill 4235 with a recommendation that substitute H-1 be adopted and that the bill be substituted and referred to the Committee on Rules. Representative (Mr.) Bogle and Representative Gould each reported additional House bills—4238, 4239, 4240 and 4241—with committee recommendations that included adoption of substitutes for some bills and referrals to the Committee on Rules. The Committee on Government Operations, reported by Representative Gould, also reported House Bill 4242 without amendment with a recommendation that it pass and be placed on second reading.

Representative Smith offered House Bill 4304, titled in the record as the Natural Resources and Environmental Protection Act; the bill was referred to the Committee on Regulatory Reform. The clerk announced that the bills reproduced on March 25 were made available electronically.

Because the House lacked a quorum, members were instructed to check in at their desks for attendance; after the clerk closed the board and the tally display, the House stood adjourned until the date and time announced by the clerk. No floor votes or final actions on any bill were recorded in the transcript of this session.
