Panel refers bill to expand BCA investigations to all armed‑forces personnel

The House Veterans and Military Affairs Division on March 26 voted to refer House File 1042 to the Public Safety Committee. The bill would expand the Minnesota Bureau of Criminal Apprehension (BCA) authority to investigate allegations of criminal assault involving all armed‑forces personnel on state military facilities.

Supporters told the division the change would create consistency across jurisdictions and ensure impartial, professional investigations for incidents that occur on state military property such as Camp Ripley. "This legislation seeks to build upon that success by ensuring that allegations of criminal conduct involving military personnel are investigated uniformly, thoroughly, and in a trauma‑informed victim‑centered manner," Renville County Sheriff Scott Havel told the committee.

The bill was presented to the division as a follow‑up to previous legislation that had authorized BCA investigations for certain assaults between guard members. Testimony said the Minnesota Sheriffs Association worked with the National Guard, the Minnesota Bureau of Criminal Apprehension and the Department of Military Affairs while drafting the measure. "Their input helped shape this bill to meet the needs of both the military as well as law enforcement," Havel said, noting Camp Ripley hosts thousands of service members from across the country each year.

Committee members asked technical questions and were told a National Guard representative was available for detail if needed. The division chair renewed the motion to refer House File 1042 to the Public Safety Committee; the motion carried on a voice vote.

The referral sends the measure to the Public Safety Committee for further consideration; the division did not take final action on the substance of the bill beyond the referral.
