Committee approves LA28 site-plan changes, including several venue relocations and cost-reduction moves

The special committee on the 2028 Olympics and Paralympics voted to approve LA28's recommended site-plan modifications, which shift several competitions and training sites to existing venues inside and outside Los Angeles and, according to LA28, reduce project costs.
Ronald Cover, identified in the meeting as the director ejecutivo (chief executive) of LA28, presented the revisions and framed them as a mix of operational decisions and risk-reduction measures. Cover told the committee: "Yo les comprometo a una un proceso sencillo, suave y transparente" and said the changes reflect a larger scale for the 2028 games compared with 1984 and operational lessons from Paris.
LA28's presentation described the scope of the changes: 56 competition sports, roughly 44 sporting sites across the region, and additional training and hospitality venues. The presenter said the set of changes reduced projected costs by more than $150 million and that each change typically saved “por lo menos un una mejora de diez millones de dólares” to the games budget.
Specific modifications read into the record by the council analyst included moving some aquatic competitions to a temporary configuration and sharing water sports facilities with Long Beach; relocating basketball to Intuit (an indoor arena referenced in the presentation); siting equestrian events in Temecula; shifting some shooting and slalom events to venues outside the city; and placing skateboard and other community-facing disciplines in the Sepúlveda Basin. The motion read the full list of recommended changes and referenced the "plan recommended" dated June 17, 2024 and Annex C (as presented).
Councilmembers asked LA28 to provide more detailed economic-impact and workforce analyses. Councilmember Yarezlovsky and others pressed for transparency about budgets, local hiring and how transport planning (with Metro) would connect venues and training locations. LA28 said a comprehensive economic study would be completed in the summer and committed to routine briefings with councilmembers; LA28 staff also said they were working with Metro and other partners on contingency plans for transit costs.
The committee approved the motion to archive and publish the recommendations and to authorize the plan changes as presented (the motion text and annex were included in the committee packet). Recorded affirmative votes on the motion were: Concejal Giorztoskin; Concejal Priez; Concejal Soto Martínez; Concejal Yorozueloski; Concejal Padilla; and Concejal Rodríguez. The chair announced that the matter had been approved.
