Commissioners table $57,500 Brush Up Reno funding request, ask Interfaith to return with income limits

Interfaith Housing CEO Clint Nelson asked the Reno County Board of County Commissioners for $57,500 to continue the Brush Up Reno exterior-painting program in rural communities.
Nelson summarized the county’s ARPA-funded housing work and the Brush Up Reno model: a voucher-based program that supplies paint and supplies — up to $1,500 per household — and connects participants with Sherwin-Williams for materials. "We're requesting $45,000 for 30 projects," Nelson said, adding a marketing/contingency line and a 15% indirect operating charge for a total request of $57,500 for the 2025 painting season.
Nelson said the ARPA housing program has completed about 260 projects toward a 340-project goal and that about $3.8 million of the county’s $4 million ARPA allocation is already committed. He argued the painting program yields neighborhood and housing-stability benefits and cited strong participation in smaller towns such as Buhler and Pretty Prairie.
Several commissioners expressed support for the program’s outcomes but raised concerns about using one-time ARPA funds to create an ongoing county program and asked for income limits or other eligibility adjustments. Commissioners also asked Interfaith to re-examine contingency and indirect cost lines.
A motion to table the request until the next meeting and return with recommended income qualifications and a revised cost breakdown passed on a roll call vote. County staff and Interfaith agreed to bring an updated agreement and eligibility criteria to the commission for further consideration.
