Commissioners end moratorium in zoned portion, extend temporary moratorium in remainder of Reno County

The Reno County Board of County Commissioners voted to terminate the temporary moratorium for the portions of the county that now have zoning and to continue a moratorium in the remaining unzoned areas while the planning commission completes its process.
Planning staff explained that the county’s moratorium on land-use approvals covering the entire county would expire May 1, and that the proposed resolution (2025-10) would end the moratorium where the zoning regulations have been finalized while extending it in the unzoned western portion to allow additional public engagement and a planning commission public hearing. "If you adopt this, so assuming you adopt this today, if nothing happens between now and May 1, then the portion that doesn't have zoning will have no regs on solar, and solar can happen there," a county planning staff member said, describing the timeline and the role of the planning commission.
Commissioners said the extension gives residents in unzoned areas more time to be heard. The extension will remain in place until the planning commission holds its public hearing and forwards a recommendation to the board; commissioners must then decide whether to direct the planning commission to proceed with regulation in those unzoned areas.
The board adopted the resolution by voice vote. County staff said the extension is intended to provide additional outreach and to let the public make its wishes known before permanent rules for the unzoned area are considered.
