Senate bill would back Rotary–school pilot expanding preschool seats in St. Cloud

Sen. Putnam brought Senate file 328 to the Senate Health and Human Services Committee on March 26, 2025, asking lawmakers to support a pilot program that would encourage local public–private partnerships to expand preschool access.
The measure grew out of a volunteer effort in St. Cloud. Amy Tremblay, a Rotarian and vice president for community at Initiative Foundation, told the committee the Rotary and local funders raised about $289,000 to add preschool slots in partnership with the St. Cloud Area School District. “For every dollar invested into early childhood programming, you get a $16 return on investment,” Tremblay said,…
