Committee ratifies 2023 National Electrical Code with date amendment

Representative Carol McGuire introduced House Bill 134, which ratifies the 2023 edition of the National Electrical Code (NEC) with New Hampshire amendments and updates related energy-code submittal forms. Philip Sherman, chair of the Building Code Review Board, outlined the board's public process and said the package includes 19 New Hampshire NEC amendments and additional corrections to the International Energy Conservation Code.
Sherman asked for a single technical committee amendment to change the date referenced in the bill to April 11, 2025, to allow needed public-hearing and correction time for a final residential-code amendment. The committee amendment was moved, seconded and approved by voice vote. Senator Reardon moved the bill out to pass as amended; the motion was seconded by Senator Gannon and the committee approved the bill as amended by voice vote.
Sherman said most amendments carry forward previous language and that three new amendments would reduce costs. He described a follow-up coordination with fire-code changes and noted one amendment had been already ratified by another bill, so inclusion here was redundant but harmless.
The committee recorded no roll-call tally in the hearing record; action proceeded by committee amendment and a voice vote to report HB 134 out to the full Senate as "ought to pass as amended."
