What staff said: McDermott told the commission the amendment would replace earlier development commitments with a layout that reduces the minimum non‑residential floor area in blocks 2–4 and increases the maximum allowed residential units in those blocks. Staff said the net effect is a drop in committed nonresidential space from the previously‑required 94,000 square feet to about 55,000 square feet while increasing the opportunity for residential development.
