Council awards $1.318 million contract for Bayside Manor Park renovation with state grants included

Millbrae — The City Council unanimously awarded a construction contract Tuesday to Suarez and Munoz Construction for the renovation of Bayside Manor Park and authorized a 15% project contingency.
City Engineer Ahmad Haya briefed the council on the 0.8-acre Bayside Manor Park project, describing new landscaping, irrigation with gopher barriers, two basketball courts replacing one, an enclosed playground, a covered picnic area, a fenced off-leash dog run with a pet-waste station and drinking fountain. Haya said the park has not been renovated in more than 25 years and that the redesign reflects community input gathered during outreach in early 2023.
Bids and funding
The project was advertised and received five bids. The low bid was $1,318,171 from Suarez and Munoz Construction — a result Haya said fell within the city engineer’s estimate. Council approved a 15% contingency ($197,730) and a total project budget of $1,515,901. Haya told council the city secured two state grants: $187,025 from the California Natural Resources Agency and $150,000 from the California Department of Parks and Recreation; half of those combined grant funds were allocated to this park, with the other half slated for a related Marina Vista Park renovation.
Haya also said additional funding would come from the city’s general fund and development impact fees. The engineering department recommended awarding the contract and authorizing the city manager to execute the contract and any change orders up to the established project budget.
Council action
With no public opposition or speaker slips on the item, council approved the award and the contingency by a 5-0 vote. The council thanked staff and state officials for assisting in winning grant funds.
What’s next
Suarez and Munoz Construction will proceed to mobilize under the terms of the contract. The city manager and engineering staff, authorized by the council, will manage contract execution and any change orders within the approved budget. Staff will return with project status updates and will manage construction to minimize disruption to the neighboring Bayside Manor neighborhood.
