Planning commission approves guest house at 1860 West Miller

The Show Low Planning and Zoning Commission on March 25, 2025, unanimously approved Conditional Use Permit CUP 602-04-272, authorizing Brandon and Rebecca Clark to construct a detached guest house in conjunction with a primary residence at 1860 West Miller (APN 309-37-068C).
City planning staff told commissioners the parcel measures about 1.21 acres (52,707 square feet) and is zoned R1-7X. Staff said the proposed guest house would provide 1,232 square feet of living space alongside a 2,304-square-foot primary residence and meets the city code requirements for guest houses, including the requirement that both dwellings be served by a common single electric and water meter. "The conditional use permit application for the guest house ... meets all the necessary standards established by the city code," Planning staff Celine said.
The conditional approval was subject to standard conditions: compliance with applicable federal, state and local requirements (including building and fire codes); conformance with zoning district development standards and setbacks; use of a shared driveway and utility connections; and limiting rental use to one dwelling unit per property for income purposes. Staff noted the guest house would be set back about 32 feet 10 inches from the east property line and 25 feet 4 inches from the north property line. Timber Mesa Fire recommended sprinklers or a fire hydrant as a precaution but did not require them.
A nearby resident, Jill Scoffel of 1740 West Nicholas, asked whether the main house already exists and whether the project might operate as short-term rentals. When told the lot is currently vacant, she asked about potential noise from short-term rentals: "I was just hoping that it wouldn't be real noisy or something if they were Airbnb or something like that," Scoffel said.
Commissioners asked staff about access and utilities. Director Tregasquez said city code requires a single driveway entrance to the property and that both dwellings must share utilities; he advised that adequacy of electrical and water service would be verified through the building-plan review process. Commissioners also discussed the practical need for the property owners to record an easement if the driveway is shared with an adjacent parcel.
Commissioner Wilson moved to approve CUP 602-04-272 subject to staff recommendations; Commissioner Whipple seconded. The motion passed unanimously with all commissioners voting in favor. Director Tregasquez said the permit is subject to a seven-day appeal period; if no appeal is filed by a qualified individual with the city clerk, the permit will take effect.
The permit allows the Clarks to build a primary residence and a smaller guest house on the same parcel; city code allows guest houses to be used for income purposes when authorized by a conditional use permit, subject to the conditions the commission applied.
