Planning commission receives staff updates on affordable housing, bikeway design and enforcement
Summary
Staff reported on recent affordable housing project ribbon-cuttings, schedule shifts for upcoming hearings, an ad hoc on the Niblick bikeway urban design, and enforcement handling of pop-up vendors and an abandoned construction site.
At the March 25 meeting, staff provided multiple project and enforcement updates to the El Paso de Robles City Planning Commission.
Warren Frase, community development director, said the Sunrise Villas affordable apartments are now fully occupied and that a ribbon cutting for Riverwalk Terrace (a project in the Walmart shopping center) is expected in May. Frase said the Olsen specific plan update for the townhome area adjacent to Sunrise Villas is advancing and is likely to be scheduled for an April hearing.
Frase also reported that City Council certified the CEQA document for the Niblick Bikeway but returned urban-design questions to staff. The city manager appointed an ad hoc committee of three commissioners (Kogler, Christiansen, Covarrubias) to review the bikeway’s urban design elements; staff expects initial ad hoc meetings in early April.
On enforcement, staff described how pop-up food or vendor operations are handled. Community services officers typically respond on a complaint basis; vendors on public rights-of-way are asked to relocate, while repeated use of a private site (7 or more days per year) generally requires a temporary use permit and a site plan. Staff said many pop-ups appear on private property and may not always be running with full permitting.
The commission was also updated on a long-stalled construction site across from Flamson (an externally referenced building). Building staff and the city attorney are pursuing an inspection warrant to allow an inspection and potential enforcement; city staff said the process will be lengthy. A prior public complaint about large decorative skeletons off Union Road was investigated and, in consultation with the city attorney and police, determined not to violate the nuisance code; no further action was planned.
Frase said the Creston automotive-repair conditional-use permit remains out of compliance and that staff is working with the Development Review Committee to resolve remaining issues prior to returning the matter to the commission.
The commission did not take votes on these status items; staff will return to commission with specific items for formal hearings where required.
