Commission approves final plat for Regents Park Villas single-family phase

The Leawood Planning Commission on March 25 approved a revised final plan and final plat for the Regents Park Villas development (Case 29-25), permitting construction of 18 single-family lots on the RP-2 zoned portion of the project.

Staff said the proposed lots exceed the RP-2 minimum lot size of 6,000 square feet, with an average lot size of about 13,500 square feet, and that no impact fees were due because fees were paid at the earlier final plat recording. Cameron Ewing of the Planning Department told the commission the walking trail adjacent to Lots 6 and 7 will be rerouted to remain within a tract or easement dedicated to public access.

Applicant engineer Tim Tucker said infrastructure for phase 1 is already under construction and that utilities requiring minor relocations have been coordinated; he estimated the developer and builder will be prepared to begin lot development within several months once the governing body records the plat and required permits are issued. "Phase 1 is currently under construction ... once we go through city council, we'll be able to pull building permits," Tucker said.

Commissioners asked a clarifying question about street names shown on different plan sheets; the applicant said the correct names will be confirmed before recordation. The motion to approve the revised final plan and final plat (Case 29-25) carried unanimously, 8-0, and staff will forward the recommendation to the governing body.

What’s next: The applicant must complete minor utility relocations and any right-of-way work permits prior to final plat recordation and building permits; construction activity on phase 1 is already underway.
