Andover council approves water service agreement for Stryker Investments' Vista Ridge Second Edition

City staff presented a boilerplate water service agreement to allow the City of Andover to provide water to properties in the service area of Rural Water District Number 5, specifically for Stryker Investments 2 LLC's Vista Ridge Second Edition development across the road from City Hall.
Les (city staff) told the council the agreement is the same boilerplate the city has used for previous agreements with properties in the Rural Water District No. 5 service area and that it sets out water service provision for the upcoming subdivision. When a councilmember asked whether the additional charge was the same as previous agreements ("the $5.10 extra"), Les confirmed it was the same as past agreements.
A councilmember moved to approve the water service agreement for Stryker Investments 2 LLC, Vista Ridge Second Edition, the motion was seconded by a councilmember identified as Mike, and the council voted 6-0 to approve the agreement.
The council did not alter terms of the agreement at the meeting; staff indicated the developer for Vista Ridge 1 is about a month ahead of the Vista Ridge 2 developer in the construction timeline.
