Planning commission approves Hallbrook Country Club pool renovation plan

The Leawood Planning Commission on March 25 approved the final development plan for the Hallbrook Country Club pool complex renovation, voting 8-0 to move the application to the governing body with staff stipulations.

The approval follows staff review that found the final plan’s changes were minor relative to the previously approved preliminary plan. Carrie Kenneller, senior planner, told the commission the final plan adds roughly 292 square feet of impervious surface and reduces green space by 0.08 percent—well below the municipal code thresholds that would require re-evaluation under Section 16-3-13(d).

"The only real difference is a ramp and stairs to the access to the equipment room on the backside of the building," Kenneller said, summarizing the changes that prompted the final submission. Architect Michael Kress said the project’s primary driver was bringing the pools up to current code while keeping the design compatible with the club’s existing character. "The whole intent of the project is to stay within the character of the club itself, but, get the pools, both of them up to code, which is the primary driver behind this renovation work," Kress said.

Commissioners had no substantive questions at final plan review and supported staff’s recommendation. The motion to approve (Case 28-25) carried 8-0 and will proceed to the governing body for final review.

What’s next: The applicant must meet the 22 staff stipulations listed in the staff report before permits are issued as part of final administrative review. The governing body will receive the Planning Commission’s recommendation at a future meeting.
